通过研究西部地区2005～2014年省际制造业动态面板数据，得出以下结论：

假设2：人力资本水平有助于提升承接地产业内生技术改进，从而提高高端生产工序从产业价值链中的转移效率，带来产业在价值链中位置的攀升。因此，转移人力资本与产业价值链攀升成正相关关系。

Abstract： This paper used the AHP principal component analysis method to calculate the manufacturing development index in western China as the basis for divided the western provinces into high， medium and low three industrial areas. Then based on the data from 26 manufacturing industries between 2005～2014 years and the empirical study from the view of three aspects of the manufacturing industry value chain which include labor intensive chain， capital intensive chain and technology intensive chain three aspects， it found that：technology and capital transfer were the main reasons that enhanced the absorption efficiency in different segments of western manufacturing industrial value chain， labor transfer came second， scale overflow efficiency from Eastern enterprise transfer was weakest which indicated the scale effect of the eastern industrial transfer had not been achieved. the capital intensive sectors in manufacturing industry value chain had higher absorption efficiency on transfer factors than labor intensive sectors， technology intensive sectors was weakest， showed that the current western manufacturing industry in the industry value chain position was not high， nurturing local industries and new technology industry was a key to undertake regional industrial transfer， and realized the transformation and upgrading of manufacturing industry.

基于以上提出的区际产业转移与制造业价值链升级的假设条件，本文把制造业产业价值链分为劳动密集环节、资本密集环节和技术密集环节三大类型，考察区际产业转移对各个环节的影响[26]。根据Pidgeon和Blundell的GMM估計方法[27] ，基础回归模型如下：

我国的区际产业转移是从东部沿海向中西部地区进行梯度或非梯度形式的产业转移，是推动我国区域经济协同发展的重大战略举措。从西部大开发第一阶段（2001～2010年）取得的成果看，区际产业转移为促进西部地区市场重组、产业集成，增加西部地区资金和人力资本存量，提高资源配置效率和组织管理能力等方面提供了有力的支持。然而，西部地区在承接转移的过程中，由于受到产业结构不合理、市场化程度低、生态资源空间收窄和本地产业内生性动力不足等诸多不利因素的影响，阻碍了东部转移要素对西部传统产业向优势产业、新兴产业转型升级的贡献。在实施新一轮西部大开发（2010～2030年）的战略背景下，加快东部沿海地区向中西部地区产业转移的步伐，使本地产业在国家产业链（NVC）或全球产业鏈（GVC）的位置得以攀升，决定了西部地区转变发展方式和调整产业结构的最终成效。
